Breaking the Chains Church is a mission congregation of the Greater Milwaukee Synod of the Evangelical Lutheran Church in America. It began at the Felmers O. Chaney Correctional Center in Milwaukee in 2016 and now has a satellite Church at the Kenosha Correctional Center. Prison residents are members of worshiping communities that we lead within the centers along with volunteers from community churches. Both congregations are led by Rev. David Rebey, an ordained ELCA pastor.

Breaking the Chains Church aims to maintain healthy and supportive relationships with returning citizens by continuing to provide spiritual care and by providing referrals to other supportive social service agencies that assist “our alumni” as we sometimes call them as they seek to build new lives free from crime, addiction, and in avoiding further incarceration.
